The two approaches
The difference is simply where the insulation sits relative to the rafters — and that small distinction changes ventilation, thermal performance and how much room you keep.
Cold roof explained
A cold roof places insulation between the rafters, with a ventilation gap (typically at least 50mm) kept clear above it, between the insulation and the roof deck. That air gap lets moisture escape and prevents condensation forming in the roof structure. It is the more traditional, lower-cost approach, but the ventilation gap and rafter depth limit how much insulation you can fit — which can make hitting modern U-values harder without adding insulation below the rafters too (eating into head height).
Warm roof explained
A warm roof places insulation over (or continuously across) the rafters, keeping the whole roof structure warm and dry. Because the timbers stay warm, no ventilation gap is needed, and thermal performance is excellent with fewer cold bridges. The trade-off is that building up over the rafters raises the roof height/build-up, which can matter for planning and detailing — but internally it preserves head height beautifully.
The head-height and U-value trade-off
This is the heart of the decision. Building Regulations (Part L) set the U-value your roof must achieve — and in a tight loft, fitting enough insulation without stealing precious head height is the challenge. In practice many conversions use a hybrid — insulation between and over or under the rafters — to hit the required U-value while protecting head height and controlling condensation risk.
What Building Control wants in 2026
Building Control will check two things above all: that the roof meets the required thermal U-value under current Part L, and that the design manages condensation risk correctly (proper ventilation for a cold roof, or a correctly detailed warm roof with no cold bridges). Getting this right on paper before work starts is what avoids a failed inspection and expensive rework.
